The article considers and analyses the sequence of forming a single whole body for the implementation of the Federal state control (supervision) in the transport complex of the Russian Federation and legal problems of the activity regulation. Analyzing the existing normative legal base in the sphere of state control (super-vision) for ensuring transport safety, the author comes to the conclusion that the legislation of the Russian Federation concerning the state control (supervision) and municipal control must be drawn in detail. In particular, for the implementation of the state control (supervision) in transport Provisions and Administrative regulations on the implementation of the control and supervision within transport system with consideration for the features of its activities should be developed and approved.
