The Local Government Reform. A Way to Rapprochement Between the Authorities and People
The article describes the main problems, which caused the necessity to adopt new law # 131– Federal Law of Oct. 06, 2003 “About General Principles of the Local Government Organization in the Russian Federation”; the reform in the whole country has been based on this law. As an example, the article shows the formation of the local government in the new formed town settlement “Town of Vyazemsky” of Khabarovsky Krai, as well as the attitude of population to the new authority. The main concisions about the necessity of the local government development at the settlement level are made.
