Local Government and State Authorities in Russia: Sources of Contradictions

The article deals with the genesis and displays of contradictions between local government and territorial state in Russia. Deep grounds of such contradictions are revealed. These grounds include the fact that two bearers of authorities of similar nature are located at the same territory. One of the ways to settle these contradictions is separation of authority nature of territorial (state) and social (local government) organization.
