An Economic Model of the Homeowners Association Activity
The Housing Code of the Russian Federation predetermined the ways of the relations development in the housing-municipal services. The Russian Federation Housing Code gives an opportunity to the homeowners to change the dependent model of the conduct to the conduct of equal managers. The main aim of setting up the Homeowners Association is to ensure the effective joint management and to use the common property included in the forming part of a multistory house. The main reasons of the process being hindered are: legislation imperfection and shortage of financial resources. A new economic model of the Homeowners Association activity will make it possible to attract the homeowners into managing their own property on the mutually beneficial terms of the authorities and the home-owners
