Municipal Economy under the New Housing Code
Some entries in the recent wording of the Housing code could make an impact on the economy of municipal service enterprises. Housing code obliges enterprises to establish service rates on behalf of economical principles and exclude influence of political reasons. This should result in lossless operation of municipal services enterprises and in extended reproduction of capital assets. However at the present time half of the enterprises still operate with losses due to unbalanced gains and expenses. To improve matters is possible with passing national governments legal statements to secure fiscal conditions.
